How often is a landlord required to paint and replace carpet in Bucks County, PA?

My friend has lived in her apt for over 5 years and her landlord is saying she is responsible for things like:
replacing worn carpet
painting
replacing an entire toilet because of calcium stains – which will just come back because it’s the water. the toilet really isn’t that bad even, I have definitely seen worse.
where do I find the law on this? This is for a friend, not myself, so I do not have the lease. I will call her later when she is home from work to ask to see it.
In Montgomery County, PA, a landlord is responsible to replace the carpet every 3 years. Wondering if there is a similar law in Bucks Co. Also what chemicals take this off because she has tried several.

On move out the tenant can not be charged for normal wear and tear, a worn out carpet is the landlords bill, a stained, torn or ripped the tenants.
Same goes for paint, if it faded the landlord pays, if it is dirty or damaged the tenant.
Calcium stains can be removed with chemicals, they are not damage and the toilet does not need to be replaced.
If you are talking about things during a tenancy, the landlord does not have to change anything at any specific time, it is at their personal discretion.

nope. l/l may not charge for normal wear and tear except as stated in the lease, and where such lease does not violate the law.
after 5 years, almost anything is normal wear and tear.
read the lease and the law.
